May I explain the workings and basis of our Sovereign political and institutional regime. We are an Elector Sovereignty in the manner for example of the Electors of Hanover and governed by a Constitution. In the event of death of a Ruling Sovereign, the Grand Council of Prince Electors, meet and decide on the succession and Fons Honorum continues under the electee. On all other matters including philanthropy any decisions are subjected to consistent scrutiny, review and update by senior counsel, along with legal and accounting advisers to ensure no latent violation of stated aims of Lichtenberg can occur, which are decreed and Gazetted. |

The Constitution defines our powers and rights, the nature and structure of our Government Grand Council, the administrative powers which may be exercised and by which branch or organisation of Government, along with the rights, liberties et al of members, honourary personnel and others.
Lichtenberg as an Elective Sovereignty under Ancient Charter rights of ‘Fons Honorum’ (from the Latin) which means ‘Source / Font and / or Fount of Honour’, Absolute power and authority is vested in the Sovereign and Her / His Grand Council of Prince Electors, so as to provide guarantees over the abuse of Power, whereby the Council as a Constitutional body, becomes the guarantee for separation of Power. Lichtenberg has full time chancery or representative offices in Switzerland, Germany, Australia and the United Kingdom.
As an elective Sovereignty, the Sovereign's Government Council by decree may elect each successive Sovereign in the event of death of the ruling Sovereign. We wish to acknowledge the wonderful founding work of 'Baron' Dr Cliff Wright who sadly passed away in October 2006. He was a visionary of extraordinary foresight and capability a member of the Grand Council of Prince Electors and is sadly missed by those who knew him.

Executive power is through the Sovereign, with administrative duties and daily responsibilities under Minister of State, as special advisor to the Sovereign on internal and external matters. The Minister is aided by the Government Council and can enact plenipotentiary powers in the Sovereigns name. |

Legislative and budgetary powers are exercised jointly by the Sovereign and Council of Princes and as special advisor, the Minister of State has power of veto over the Government Council in exceptional or extraordinary circumstances. Internal powers are sovereign within the law of the land where Lichtenberg may have property, but the constitution grants the Sovereign full authority to render internal justice, however whilst right is retained to consider internal disciplines, Lichtenberg mostly refers all and any judicial matters to the host nation judiciary and / or to other International Courts of Competent Jurisdiction.
Sovereign Council
The Sovereign in conjunction with the Government Council, exercises sovereign authority in accordance with the Constitution and it's laws and represents the Principality on State occasions, formal meetings with visiting Heads of State or other dignitaries, Religious and Secular. The Minister of State, represents us in all foreign relations, joint initiatives, treaties and similar matters et al and administrative power is divided between the Sovereign who initiates laws and Council which votes on them.

Other Prerogatives of the Sovereign
The Sovereign may grant honourary status vis-a-vis diplomatic appointments, grant chivalric orders, titles, or other ranks of nobility or distinction. In some constitutional prerogatives the Sovereign is assisted by the Grand Council and / or the Prince Electors, who are at the Sovereigns service, to answer any questions concerning independent or State interests. The State Council advises on questions of law and order which are submitted to the Sovereign and Council can be consulted on any other matter.
